You have already known by now that Nigeria is a petroleum-producing country and there are many oil blocks awarded to certain people who own a share of the oil blocks or oil wells by proving that they can meet certain conditions.

Little is known about the oil well owners in Nigeria and sometimes what is thought of as facts and true are actually outright misinformation. There are certain conditions to be met before being awarded an oil well. Some persons just work with these oil wells to manage them but do not own them in anyway.

What are Oil Blocks and Oil Wells?

An oil block or an oil field is a place with an abundance of oil pockets called oil wells which contains crude oil or petroleum which can be drilled and extracted and which is below the earth’s surface. It could be on land or a little below water level and could be as deep and hundreds of kilometers into the earth’s surface, across and with the oil wells numbering into many. While;

An oil well is basically a pocket of oil in below the earth’s surface which contain crude oil or petroleum which is significant enough to be extracted or drilled. There are 3 types of oil wells which are:

  • Crude oil producing oil wells;
  • Natural gas producing oil well and;
  • Natural gas and crude oil producing oil wells

How the Federal Government of Nigeria Awards Oil Blocks and Oil Wells.

As stated above, there are many controversies and misinformation when it comes to how oil blocks and oil wells are awarded. In recent years, the Federal Government through the Department of Petroleum Resources, DPR, made public statements to clarify this.

The DPR stated that oil blocks and oil wells are awarded based on the bids made by interested persons that are being considered by the DPR and qualified persons awarded the oil blocks and oil wells. It was revealed that Nigerians own 52 percent of the oil blocs in Nigeria. Foreign petroleum companies own the remaining 48 percent of the oil blocs. It was also revealed that there are 173 active oil blocs in Nigeria. In total, there are 388 oil blocs in Nigeria.

Gov. Rauf Aregbesola Releases N19.8 Billion For Workers’ Salary Arrears

Ogbeni Rauf Aregbesola , The Executive Governor of Osun State has authorized the release of N19.8 Billion for payment of four months salary of the workers as well as Pensioners.
The State’s Commissioner for Finance Bola Oyebamiji, in a statement on Tuesday said the governor had approved the release of nineteen billion, eight hundred and one million, three hundred and twenty-eight thousand, two hundred and seventy-one naira, twenty-two kobo for disbursement to the workers and pensioners.

The workers are being owed a backlog of salaries, with some cadre receiving only portions of their pay.

The state government applauded the workers for their perseverance and commitment to the state despite its lean finances, in a statement.

“In line with its agenda and fulfillment of its promise to the state workers regarding prioritisation of their welfare above others, the government of the State of Osun has commenced payment of full salary and arrears in line with available resources.

“This decision was taken at the meeting of the Fund Apportionment Committee led by Comrade Hassan Sumonu with labour and government representatives in attendance.

“In line with labour unions’ demands and current financial position of the state, government of the State of Osun led by Ogbeni Rauf Aregbesola has authorised payment of of four (4) months salary arrears and 2016 leave bonus to its workers.

“Also, Mr Governor has directed that going-forward, workers in the state should be paid their full salary as and when due to demonstrate his commitment to his earlier promises.

“With this, Government of the State of Osun has commenced gradual disbursement of Nineteen Billion, Eight Hundred and One Million, Three Hundred and Twenty-Eight Thousand, Two Hundred and Seventy-One Naira, Twenty-Two Kobo (19,801,328,271.22) as salaries and other entitlements to its workers”, the statement read.

At least 35 people were killed on Monday and hundreds injured during a gas tank explosion in the northern Nigerian state of Nasarawa and started a blaze, the state emergency agency said.

The State Emergency Management Agency (SEMA) official said the accident happened at a petrol station along the Lafia-Makurdi road linking the capital city of Abuja with northern and southern Nigeria.

Usman Ahmed, acting director at SEMA, said the truck exploded at the point of discharging the gas, citing a witness account. The agency was investigating the incident, he said.

“We have confirmed 35 dead and over a hundred injured. Most of those that died rushed to the accident spot to see what was happening,” Ahmed told Reuters.

Kazaure said corps members’ allowance will be increased when the minimum wage of civil servants are increased.

Kazaure spoke at the NYSC Orientation Camp in Issele-Uku, Delta State while addressing the 2018 batch ‘B’ (stream II) corps members

He said corps members were not “different from civil servants, so whenever the minimum wage of civil servants is increased, increment in corps members’ allowance will automatically be effected.”

He called on corps members to stay away from sharp practices and to “maintain neutrality if they are called upon as ad-hoc workers for the 2019 general elections.”

Kazaure cautioned them to avoid being involved in “yahoo business, 419, night parties and not to be deceived by politicians as 2019 elections are coming closer.

“Any where you find yourselves, be neutral. Also be good ambassadors and be patriotic to your country. Anyone found wanting will be dealt with.”

Latest report as the Borno State Police command said yesterday that the Islamic State of West African Province (ISWAP), a faction of ISIS, has its spies operating from Internally Displaced Persons (IDPs) camps in the country.

 

Ahmed Bello, assistant commissioner of Police, Borno State command, disclosed this while giving update on security situation at a Humanitarian and Development Coordination Forum in Maiduguri.

BREAKING: Third Mainland Bridge to be Temporarily Shut for Four Days —LASG

The Lagos State Government has said that the Third Mainland Bridge will be temporarily shut down for four days starting from midnight of August 23 to midnight of August 26, 2018 for Investigative Maintenance Test to be carried out.

A release signed by the Deputy Director, Public Affairs, Ministry of Works & Infrastructure, Sina Thorpe, states that Commissioner for Works and Infrastructure, Mr. Ade Akinsanya, said the decision was taken after due consultation with the Federal Ministry of Power, Works and Housing.

The four-day closure, according to Akinsanya, will enable the contractors assess the true state of the bridge after which works would commence by the end of the year or early in 2019.

It would be recalled that the Federal Government had earlier announced plans to shut the bridge in July, but had to be shelved after due consultation with the State Government and wide deliberations with other stakeholders, who expressed concern about the indiscriminate parking of articulated vehicles on other alternative routes which would have adversely affected traffic.

Subsequently, a Joint Task Force set up to remove the articulated vehicles from the highway was able to achieve tremendous success.

Justifying the need for the closure, Akinsanya said: “The 3rd Mainland Bridge which was opened about 30 years ago by the then military government has had haphazard maintenance and repairs in the past which the present Federal Government is committed to correct by carrying out proper and continuous maintenance and repairs on it.”

Consequently, the State Government appealed for the cooperation, support and understanding of all motorists and residents, advising them to minimize non-essential travel and movements during the four-day closure.

Besides, Akinsanya said all traffic management agencies including the Lagos State Traffic Management Authority, Federal Road Safety Corps and the Police, among others, have been mandated to ensure smooth flow of traffic on all the other alternative roads and traffic corridor across the metropolis to ensure free flow of traffic.

The Independent National Electoral Commission, on Sunday, declared the candidate of the Peoples Democratic Party, Hon. Garba Ajiya, as the winner of Saturday’s bye-election into Takum 1 State Constituency.

The PDP candidate polled 10,725 to defeat his closest opponent and the candidate of the All Progressive Congress (APC), Hon. Atem Ansho who polled 3,268 votes.

Returning Officer for the election and Senior Lecturer with the Federal University Wukari, Dr. Ayuba Daniel announced the result at the collation centre in Takum.

Flanked by the National Commissioner in charge of Borno Adamawa and Taraba, Alhaji Ahmed Tijani, Taraba State Resident Electoral Commissioner, Alhaji Baba Abba Yusuf and his Yobe State counterpart, Alhaji Ahmad Makama, the returning officer said 73,183 voters registered in the constituency, but only 16,671 voters accredited and voted in the election.

Earlier, Taraba State Resident Electoral Commissioner, Alhaji Baba Abba Yusuf in a remark, expressed happiness over the successful conduct of the election.

He commended the security agencies, Corps Members, party stakeholders and electorates for the peaceful conduct of the election.

Taraba Governor, Darius Ishaku while reacting to the election, congratulated the PDP candidate for his victory at the poll and commended INEC and security agencies for the peaceful conduct of the election.

The Governor who spoke through his Senior Special Assistant on Public Affairs, Hon. Emmanuel Bello, described the victory of his party as ‘victory for democracy.’

Ishaku called on the losers to accept the outcome of the result in good faith and for the winner to be magnanimous in victory.

State Secretary of the All Progressive Congress (APC), Pastor Stephen Othaniel said APC was intimidated in the election which he said was marred by ballot box snatching and vote buying.

“We are still studying the outcome of the election and we will come out with our position as party soon.

“But in summary, there was voter apathy, vote buying and intimidation of voters by PDP stewarts which is very bad for our democracy,” he said.

The seat of Takum 1 State Constituency became vacant following the murder of the former member representing the constituency, Hon. Hosea Ibi.

Hosea Ibi was abducted late last year in his home town Takum and was found dead after 15 days.

The Owerri and Akure zonal chapters of the Academic Staff Union of Universities have berated the neglect of the Ladoke Akintola University of Technology, Ogbomoso by the Oyo State Governor, Senator Abiola Ajimobi and his Osun State counterpart, Mr. Rauf Aregbesola.

According to them, the two governors do not mean well for the university.

The leaders of the two chapters spoke separately at press conferences held in Akure and Awka on Friday.

The Zonal Coordinator, ASUU, Akure, Prof. Alex Odili, said lecturers and other categories of workers at the university were being owed 10 months salaries apart from other entitlements, calling on stakeholders to call on the governors to be alive to their responsibilities.

The LAUTECH was established in the old Oyo State, shortly before the creation of Osun State out of the old Oyo State.

The governments of the two states have agreed to run it jointly but the joint ownership has been affecting the funding of the university.

Odili said the governors of the two states were “killing the university by their actions and inactions”, adding that history would not be kind to them if they allowed the university to go under.

The union leader said it was unfortunate that the two governors reached some agreements with ASUU but had decided not to honour them.

This, he said, was capable of destroying the university which he said was a joint heritage of the two states.

He called for the immediate release of the report of the visitation panel constituted by visitors to the university.

Odili said, “We are here today on the challenges facing LAUTECH. The neglect of the university by Oyo and Osun states has created problem for ASUU. The students who are the future of tomorrow are negatively affected by the non-payment of salaries and allowance.

“There is decay in the infrastructure in the institution. The terms of agreement in the Memorandum of Understanding signed by the two owner states have not been fulfilled. You cannot use internally generated revenue alone to run the university. Ten months salaries and allowances have not been paid and efforts made to get the governors attention have not yielded results.”

The Owerri zonal chapter of ASUU also warned that the shabby treatment of its members at LAUTECH might provoke a nationwide strike in Nigerian universities any moment soon.

The Oyo State Government early on Sunday morning stormed the Music House from which the Fresh FM belonging to artiste, Yinka Ayefele, operated.

Government bulldozers arrived the Challenge area of Ibadan where the building was located and pulled it down.

The government carried out the demolition despite a court injunction secured by Ayefele restraining the government from carrying out the exercise.

The government said that the building contravened physical planning rules, while Ayefele claimed that all the necessary papers were obtained for the construction of the building.

Hundreds of sympathisers were seen at the scene of the demolition, with many of them crying and pleading for the station to be spared.

Recounting the Sunday morning incident, Ayefele said, “We only got wind of the operation sound of the bulldozer. On stepping out to verify what was actually happening, the bulldozer had hit the gate.

“At that point, it dawned on us that they were from the state government.

“At that point, we were confused and we’re just shouting to alert other staff on duty.”

The programme twice every year selects 15 of the best digital startups from across Africa in the areas of fintech, e-commerce, healthtech, sport & news, IoT, energy, agritech and edtech.

The Venture Incubation Programme (VIP) is designed to provide a supportive ecosystem to help African startups build viable and scalable innovation-driven companies. The U.S Embassy has announced a temporary closure of its Abuja Consulate section until further notice.

This means all consular appointments at the Abuja US Embassy for visa and American Citizen Service are temporarily on hold.

This was contained in a publication on the website of US Embassy in Nigeria, on Tuesday.

“Scheduled visa and ACS applicants for Abuja will be contacted for rescheduling,” read the statement.

The Lagos Prisons Command says education behind bars is getting more interesting with two of its inmates already pursuing their PhDs at the Kirikiri Maximum Prison.

The Controller of Prisons, Lagos Command, Mr Tunde Ladipo disclosed this in an interview on Monday in Lagos.

According to him, there is a renewed interest in education among the inmates across the various prisons in the state.

He said that the progress and courage exhibited by the two PhD inmates at the maximum prison had sparked off a new zeal for academic pursuit among other inmates.

“The command is committed in ensuring that no inmate is left behind in terms of education, as this is part of the reformation we are carrying out.

“Sometime around May or June, two of the inmates who have acquired their Masters degrees enrolled for their PhD in the newly established National Open University of Nigeria centre at the Kirikiri facility.

“One of the inmates is studying Business Management and the other, Peace and Conflict Resolution, and the Vice Chancellor of the NOUN who personally presented them with the letter approving their PhD courses said it is tuition free.

“To us, this is ground breaking and very encouraging, as they have shown that they are not limited by the situation they find themselves. And that is part of the essence of our on-going reformation across the prisons.

“As a result of this, the command is also witnessing an increase of enrollment of inmates into various categories of learning at the various prisons schools.

“We are indeed happy with the establishment of the new NOUN centre at the Kirikiri Prison, with state-of-the art facilities such as ultra modern and well stocked library, computers and air conditioners,” Ladipo told NAN.

According to him, a total of 157 inmates across the prisons in the state have registered for the upcoming second series of the West African Senior School Certificate Examination for private candidates.

Giving a breakdown of the statistics of the inmates from the various facilities, he said that 91 of the inmates were from the Ikoyi Prisons, 12 from the Female Prisons, 14 from from the Medium and 40 from the Maximum Prisons.

Ladipo said that preparations were in top gear for the examination at the various facilities, to ensure that the inmates come out in flying colours.

“I will like to commend the Federal government for its commitment in exposing the inmates to life-changing reforms that are ongoing currently in the prisons, through education and skills acquisition.

“It is worthy to note that government, through the Controller General of Prisons, Ja’afaru Ahmed, recently donated books to facilities across the country for improved research, teaching and learning for the inmates.

“This, coupled with the new facilitators we have engaged to complement the existing ones in facilities, will go a long way in improving the performance of the inmates during the WASSCE examination.

“Aside intervention from the Federal government in preparing the inmates for the examination, a bank also presented cash donation as well as some fans, in an effort to upgrade the facilities for conducive teaching and learning,” he said.

The state controller said that empowering the inmates with education would go a long way in restoring confidence in them, as well as make them less dependent persons, whenever they regained freedom…

Kidnapper Who Took Tramadol Still Sleeping Six Days after Arrest –Police

A suspected kidnapper whose identity has yet to be confirmed by the Ondo State Police Command was still sleeping six days after he was taken to the police custody.

 

The suspect was arrested by men of the command on Sunday as he and three other members of his gang attempted to kidnap a pharmaceutical shop owner in Owo town.

According to the police, the three-man gang stormed the shop with guns with the intention to kidnap the owner, but the victim raised the alarm and escaped through the back door.

 

The police explained that the suspect tried to escape on a motorcycle but stumbled while he was trying to ride it. He reportedly snatched the motorcycle from a customer of the shop owner.

 

The other members of the gang were said to have taken to their heels.

 

The police stated that a 400mg tablet of Tramadol was recovered from the pocket of the sleeping suspect which raised the suspicion that he must have taken the drug before he went for the operation.

 

The State Police Public Relations Officer, Mr. Femi Joseph, who spoke to our correspondent on Friday, said the suspect had yet to wake up.

 

He said, “As of today (Friday), the suspect had yet to wake up. Maybe he took too much of the drug, that is why he is still sleeping. We have tried all we could to make him regain his consciousness to no avail.

 

“However, we are still watching him to find out if he is pretending. We are with him and he would face the music no matter how long he is unconscious”.

The Minister of Information and Culture, Lai Mohammed, says President Muhammadu Buhari’s integrity remains intact despite the allegation of certificate forgery preferred against his Minister of Finance, Kemi Adeosun.

He said the allegation against the minister was still being investigated, and that Buhari was only waiting for the conclusion before he would take any decision.

Mohammed said this on Monday when he paid an official visit to the Abuja office of The Authority newspaper.

Responding to a question from the editorial management of the paper on why Buhari was still keeping Adeosun in his cabinet, Mohammed said the case was still under investigation.

He said the appropriate agencies were still investigating the allegation against the finance minister and should be allowed to do their jobs.

Adeosun was alleged to have forged a National Youth Service Corps exemption certificate.

“Until when an allegation is proven, you do not expect the President to act.

“The appropriate agencies have spoken and they say they are investigating. The only thing we can do is to wait.

“By saying that the minister should resign or be sacked while investigation is still ongoing may also not be feasible in our clime because of the level of false accusations.

“How many times have they accused me of embezzlement? Even recently, they said my driver jumped out of the car, abandoned me and decamped to Peoples Democratic Party.

“People even made the allegation that President Buhari did not have certificate.’’

The minister insisted that the president will be usurping the powers of the investigating agencies if he sacked Adeosun before their report is submitted.

“For instance, people have come to me that so and so TV and Radio stations are spreading fake news and I should shut them down.

“I told them that I do not have the power to do so; it is the responsibility of the National Broadcasting Commission, even though it is an agency under my watch.

“We are as concerned as you are; but having spent some time in government, you will see that a lot of lies are being peddled about us.”

Mohammed gave an assurance that the government would not sweep the matter under the carpet.

The Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) has elected President Muhammadu Buhari as chairman on Tuesday in Lome.

 

The president’s election was one of the high points of the 53rd Session of the Authority of Heads of State and Government of ECOWAS which held in the Togolese capital.

 

In his acceptance remarks, the Nigerian leader, who commended his colleagues for his election, noted that he did not offer himself for the post, “but you refused to take my no for an answer.”

The new chairman had earlier been presented with the emblem of ECOWAS by the outgoing chairman, while the next meeting of the organization will take place in Abuja on December 21, 2018

The governor of Plateau state, Mr. Simon Lalong, has met with the 83-year-old Islamic cleric, Alhaji Abdullahi Abubakar, who saved the lives of about 300 people that ran to his home when killer herdsmen invaded about 15 communities in the Barkin Ladi local government area of the state, killing over 200 persons.

He hid them in the mosque and stood by the door to wade off the attackers at great risk to his life at Nghar Yelwa village (Barkin Ladi Local Government Area of Plateau State), during the tragic Plateau attack of June 23 and 24, 2018.

The people, mainly Christians, were said to be fleeing from a neighbouring village in the Barkin Ladi LGA when the Imam hid them in his house and mosque.

“I hid the women in my personal house and after that, I took the men into the mosque and hid them there,” Imam Abubakar had stated.

Otunba Olusegun Runsewe, Director-General, National Council for Arts and Culture, has called on the Federal Government not to give free tickets to politicians and government officials that would patronize the services of the new national carrier.

 

Runsewe, in an interview with the News Agency of Nigeria on Sunday in Abuja, said anybody that would patronize the national carrier should be made to pay the complete airfare.

 

He added that it should not be business as usual, stressing that the former national carrier, Nigerian Airways, failed because of free tickets to government officials and other unprofessional business practices.

 

“The name and logo of the new national carrier, `Nigeria Air’ was recently unveiled and would be inaugurated in December 2018.

 

“I am appealing that there should be no free tickets; everybody should pay and get the right services like it is being done all over the world.

 

“What killed Nigeria Airways was the patronage of the “who is who’’ in the system, but the body language of the minister has shown that the new national career is going to be strictly for business.

 

“If the national career, `Nigerian Air’ begins operation, it will definitely increase our GDP; I pray it comes to stay in December and this time, there will be no free tickets,’’ Runsewe stressed.

 

On insecurity, the NCAC boss said that there was no anywhere in the world that had a perfect security system, adding that we should focus on our safety zones to promote our tourism products.

Bishop Taiwo Akinola, of the Rhema Christian Church, has spoken about the alleged plans by the government to Islamize Nigeria.

“Integrity is rooted in God. I believe children of God are the people who can really, truly, sincerely and honestly do that.

 

“I don’t believe that if a Christian goes into politics, he will be acting like a professional politician who will do all the things that politicians are known for but rather they will stand for the truth and their word will be their bond. So I think it’s high time that Christians get there,” he noted.
